 docs(09.2): add @points command reference and update navigation [skip ci] 
Add points.md command reference page for @points add/remove/combine.
Update command index with permission summary and A-Z table entries.
Update operator manual with Point Management section.
Add points.md to mkdocs.yml navigation.
